Analysis, Training, and Technical Assistance to States Participating in the Medicaid Electronic Health Record (EHR) Incentive Program

When health care providers have access to complete and accurate information, patients receive better medical care. Electronic Health Records (EHRs) can improve the ability to diagnose diseases and reduce—even prevent—medical errors, improving patient outcomes.

AIR serves as one of five organizations under contract to the Centers for Medicare & Medicaid Services to provide analysis, training, and technical assistance to states and providers participating in the Medicaid EHR Incentive Program authorized under the Health Information Technology for Economic and Clinical Health, or HITECH, Act. For the past five years, the program has supported Medicaid providers in their adoption, implementation, upgrading, and meaningful use of certified EHR technology to improve the quality, safety, and efficiency of patient care.

AIR continues to support state Medicaid agencies as they work to improve data interoperability within and across states and integrate Prescription Drug Monitoring Plans with their state health information exchange and Medicaid Enterprise System. AIR supports five primary tasks: maintaining the national HITECH portal website and listserv of state contacts; maintaining a dashboard to provide CMS with the status of each state’s participation in the program; supporting annual progress reporting for states through data cleaning and posting; developing enhanced training modules for CMS employees; and analyzing and reporting on state activities to enhance their PDMP.
