Elements of Effective Apprenticeship Expansion Framework

Significant federal investments have been made to grow the number of apprenticeship programs; expand apprenticeships into non-traditional industry sectors such as healthcare, information technology, and education; and increase equity in and access to apprenticeship training. States are leading these efforts, supported by grants from the U.S. Department of Labor, by implementing expansion strategies that meet workforce needs through Registered Apprenticeship Programs.

AIR has identified five key elements for successful apprenticeship expansion based on our experience supporting and coaching states to design and implement their Registered Apprenticeship efforts. These five elements provide an effective framework for implementing sustainable, scalable apprenticeship expansion initiatives:

  • State Leadership and Policy
  • Outreach and Business Engagement
  • Capacity to Develop, Register and Support Programs
  • Diverse Apprentice Pipelines
  • Alignment with Career Pathways and Post-Secondary Education

The Elements of Effective Apprenticeship Expansion Framework is designed to assist states and partnering organizations to take a holistic and multi-pronged approach to expansion. The framework also serves as a touchstone for states and partners to return to as they evaluate and adapt their strategies. This resource identifies and describes the five elements of effective apprenticeship expansion and includes ideas for operationalizing each element.
