Glynnis Melnicove

Glynnis Melnicove has ten years of experience in monitoring, evaluation, and learning (MEL) and project management for the United States Agency for International Development (USAID), U.S. Department of State, Global Affairs Canada, and privately funded education, youth development, civil society strengthening, governance, and economic growth programs in Asia, Africa, and the Middle East. She has experience designing research studies and assessments including developing methodologies, quantitative and qualitative data collection tools, analyzing large datasets, and synthesizing findings to inform program design.

Melnicove has developed project level monitoring and evaluation plans, including for USAID funded early grade reading projects, including selecting and defining appropriate indicators, developing data collection tools and process, and identify research and learning questions to inform program implementation. She has overseen the development of organization wide results frameworks linking technical areas and establishing standard indicators to measure impact across a portfolio of 40 plus projects.

As AIR's MEL Specialist, Melnicove provides technical guidance and support to a portfolio of programs including the USAID Graduating to Resilience Activity in Uganda, USAID MEASURE II MEL Platform in Bosnia and Herzegovina, USAID Laos Energy Security Activity, USDA McGovern-Dole Food for Education LEAPS III performance evaluation, and USDA Georgia Food for Progress performance evaluation. She supports the development and integration of MEL and collaborating, learning, and adapting approaches into on-going and future projects. Additionally, she provides research, learning, and data analysis support to AIR projects to facilitate the use of evidence for decision making.
