Senior Research Fellow

Jay Chambers, a senior research fellow at AIR, is a nationally recognized expert in school finance and education cost analysis. Dr. Chambers has conducted numerous resource allocation and cost studies for federal, state and local education agencies as well as analyses of school finance adequacy and equity for state education agencies and legislatures.

Dr. Chambers has also served on the President’s Commission on Excellence in Special Education (under President Bush), and has testified before Congress and state legislatures on issues related to school funding. His latest work is directed toward improving school finance and governance within local education agencies. He is also working with a team to estimate the implications for resource allocation of the Bill and Melinda Gates Foundation initiative to Empower Effective Teachers in three school districts and four Charter Management Organizations across the country.
