Jeff Davis
Jeff Davis is the Education Program Area Lead in the International Development Division at AIR. He is internationally recognized for his expertise in student assessment, mathematics education, program evaluation, and quantitative research. He advises governments and donor agencies such as the World Bank, UNESCO, UNICEF, USAID, FCDO, and GIZ on educational development.
For over 25 years, Dr. Davis has served as a senior technical advisor in more than 35 countries, including 10 years of full-time overseas positions. He has led large-scale student assessments and capacity building for assessment agencies in 15 countries. Recently, he has been collaborating with USAID, the World Bank, and the UNESCO Institute for Statistics on developing and implementing a method called policy linking for reporting on global education indicators based on student learning outcomes in reading and mathematics at the primary and secondary school levels.
Dr. Davis has served on international education committees for the Basic Education Coalition, Interagency Network for Education in Emergencies, Learning Metrics Task Force, and Global Policy Linking Working Group. He speaks English, French, and West African Creole.
