Kelly Devers

Vice President

Kelly J. Devers is vice president of health market strategy and business development at AIR. She has 30 years of experience conducting health services and policy research and is a widely recognized expert in alternative payment models, the organization and delivery of care, and their effects on access, quality, and cost, as well as qualitative and mixed research methods.

Prior to joining AIR, Dr. Devers served as an advisor to the White House Office on Health Reform, as a senior fellow at the Urban Institute and NORC at the University of Chicago, a vice president for the Lewin Group, and a tenured associate professor at Virginia Commonwealth University. She also has worked at the Center for Studying Health System Change and the U.S. Department of Health and Human Services (HHS) Agency for Healthcare Research and Quality (AHRQ), where she received the Secretary’s Award for Distinguished Service (2001) and the AHRQ Administrator’s Citation for Superior Achievement (1999, 2000) and Outstanding Group Performance (1998, 1999).

Dr. Devers has served in leadership roles on numerous research and evaluation, technical assistance, and learning and diffusion contracts. She has published widely in major journals of health services research and policy, while also acting as a peer reviewer for federal and foundation grants, serving on editorial boards, and editing a book and special journal issue. She has published approximately 60 peer-reviewed articles and written numerous influential health services research and policy reports and Issue Briefs.

Dr. Devers has also served as a reviewer for AHRQ, the National Institutes for Health, the National Academies of Sciences, Engineering, and Medicine (then known as the Institute of Medicine), and the prior Robert Wood Johnson Foundation Health Care Financing and Organization program. She remains active in professional activities and served as chair and vice chair of AcademyHealth’s Data and Methods Council from 2012 to 2016.

Dr. Devers was a Robert Wood Johnson Foundation Scholar in health policy research at the University of California, Berkeley and San Francisco.
