Siobhan Mills De La Rosa

Senior Researcher

Siobhan Mills De La Rosa is a senior researcher at AIR. She has over a decade of experience using qualitative and quantitative methods to evaluate workforce development, income security, and other labor programs. Mills De La Rosa’s content expertise includes apprenticeship, career pathways, reemployment services, sectoral training, and unemployment insurance. Her methods expertise includes experimental studies, implementation research, machine learning analysis, return on investment studies, and evaluation technical assistance. Mills De La Rosa is involved in many aspects of the PROMISE Center’s work, including project management, communications, site work with the City Colleges of Chicago and Year Up, and the systematic evidence review.

Prior to working at AIR, Mills De La Rosa worked at Abt Associates where she led several large tasks on multi-year evaluations for the US Department of Labor. As a part of that work, she has led major data collection and data analysis for experimental and return on investment studies. Mills De La Rosa also oversaw the development of a robust suite of tailored evaluation technical assistance materials for state Reemployment Services and Eligibility Assessment (RESEA) grantees and provided customized technical assistance advice. She has contributed to the design, implementation, and analysis of large experimental studies. Mills De La Rosa has also served as a senior quality reviewer for DOL’s Clearinghouse for Labor Evaluation and Research (CLEAR).
