Susan Baseman

Managing Director, Research and Evaluation

Susan Baseman is a managing director at AIR. Her primary responsibility is administrative oversight and management of a multi-year contract: Technical Assistance to Support the Learning and Diffusions Activities at the Center for Medicare & Medicaid Innovation (CMMI).

Dr. Baseman has more than 30 years of experience in health care as an advanced practice nurse clinician and executive. She has a specific expertise in health care quality, patient safety, evidence-based practice, and integration of care across settings and over time to improve the health, quality of life, and outcomes for chronically ill populations. She has focused on the needs of the uninsured and underserved in large urban academic tertiary care medical centers in New Jersey and southeastern Pennsylvania. Most recently, Dr. Baseman served as vice president for Patient Quality and Disease Management at Cooper University Health, where she drove system improvements in quality and outcomes as well as operational improvements in throughput, readmissions reduction, and length of stay. During her time at Cooper, Dr. Baseman also served as Vice-Chair of the Executive Board and Chair of the Board Quality Committee for the Camden Coalition of Health Care Providers, a non-profit grass roots coalition of primary care providers working to improve health care delivery and population health in the socioeconomically challenged city of Camden, New Jersey.

Dr. Baseman has also overseen development and implementation of health and disease management programs in large integrated delivery systems including the University of Pennsylvania Health System and Crozer-Keystone Health System, and was instrumental in the implementation of a Frail Elder Disease Management Program for the latter as a part of their Medicare + Choice Provider Sponsored Organization Site Demonstration under CMS in the late 1990’s.

Clinically, Dr. Baseman specializes in cardiovascular and cerebrovascular disease, and has been an active clinician throughout her professional career, most recently managing post-acute care of patients suffering from stroke and related conditions in a multidisciplinary clinic setting.
